In other action, it rejected the bill to merge the Boards of Registration in Nursing and the Approving Authority of Schools for Nurses and Practical Nurses. There was a great deal of debate about the regulation bill, during which Majority Floor 'Leader Charles W. Hedges (R-Quincy) objected it would impose a heavy cost on those in nursing homes who are cared for by unlicensed practical nurses.

He said such nurses will take rather than face an examination, and that the bill is designed to raise nurse pay. His amendment to exempt such nurses was rejected. Sen. Silvio 0. Conte (R-Pittsfield) said the Hedges amendment would take all the meat out of the bill.

Sen, Maurice A. Donahue (D- Holyoke) agreed with Conte and said that the bill is designed to protect the public.
